Call for interested parties

The CIP is a speedy procedure for public assignments in architecture and spatial vision building. It can be used for small architectural assignments, for the preparation of master plans and development visions, the design of public spaces, etc.

The procedure consists of a market consultation followed by a negotiated procedure without prior publication. All projects with a fee below the threshold for federal contracting authorities (for 2024–25, €143,000 excl. VAT**) are eligible.

The Team Flemish Government Architect assists clients in preparing the project dossier and setting out the various steps. We publish a call for designers via our website, creating a list of design teams that have the time and inclination to submit a bid.

From among the list of interested parties, the client, advised by the Flemish Government Architect, selects between three and five design teams to submit an offer. The design teams receive a tenderer’s compensation for this.

The design teams present their bids and answer the client’s questions. After the presentations, the client prepares the award report and the assignment can then begin.

This procedure has many advantages, for both clients and designers, compared to a traditional award procedure:

• The lead time is short.
• The appointment of the design team is based on a qualitative choice. This means that it is above all the quality of the design team and the bid that is the main criterion for selection.
• The Team Flemish Government Architect provides advice on choosing and assessing the bids.
• Mobilizing the expertise of the Team Flemish Government Architect leads to high-quality realizations, including for smaller projects or spatial vision documents.
