Project description

Deinze is a dynamic town on the River Leie. The current council is giving priority to the renewal of the town centre. One of the ways of achieving this is by rebuilding or putting up new public buildings combined with the lay-out of the public domain.

As part of its cultural policy, Deinze town council aims for cultural participation, community-forming and cultural dissemination to the benefit of the local population, with a particular focus on cultural diversity. This is carried out within the existing cultural infrastructure.

In order to expand the town's cultural policy it was decided to establish an officially recognised cultural centre (category B). In addition to the present cultural offer, a cultural centre organises a broad programme of its own including theatre, music, film and other performing arts, intended for the population of a regionally-oriented area of operation.
In terms of cultural presentation, the new infrastructure should provide the possibility of compiling a high-quality range of performing arts, films and small-scale exhibitions. The new infrastructure should also offer a meeting place that increases to the maximum the possibility of community-forming.

As part of the study on 'Urban living on the River Leie', the site chosen for this new cultural centre is a central location on the RAC car park in Brielstraat and Mouterijdreef. The architecture of the new building should fit into its surroundings and develop relationships with the other neighbouring public spaces.

The theatre in the new centre should provide places for about 450 people on fixed rising seating with a high standard of comfort. The technical arrangement and equipping of the new rooms should make it possible for the performing artists to present their performance in a way that complies with current quality standards. The building should welcome and pamper its visitors aesthetically and acoustically. The cultural centre should by means of a logical organisation of its various parts be able to receive the various functions and activities with ease. A cafeteria for visitors must also be provided, though it should also be able to function separately.

Quality and added value are expected in the areas of sustainability, functionality, accessibility, enhancement of the open spaces, architectural image and rationality of construction. It must be a low-energy building.

An underground car park is to be built beneath the centre. It will be used by people visiting the centre of Deinze, but it must also offer easy access to the cultural centre. It has one level and provides for a minimum of 180 public parking spaces.

Cultural Category B refers to the provisions of the decree of 13 July 2001 on the promotion of an integrated qualitative and local culture. The legal minimum requirements for the infrastructure for a cultural category B can be found in the corresponding decree under Article 32.
