Project description

A carpool car park is being planned near the approach and exit complex no. 9 on the E40 motorway in Oostkamp in the area along Kapellestraat to the north of the motorway. Currently, the parking lanes on Kappellestraat and Siemenslaan are used for carpool parking. Given the location close to the approach and exit complex, this sometimes leads to traffic safety problems. The West Flanders Road and Traffic Agency estimates that there is a need for eighty parking spaces and is asking the designers to investigate whether the inclusion of around twenty parking spaces for lorries is both feasible and desirable.

The area where the carpool car park is planned is enclosed between the Siemenslaan business park and the Van der Valk hotel. The area is a grassland site bordered to the north-west by an isolated and neglected part of the countryside area between the Gruuthuyse mansion and Nieuwenhove. It is located in the unspoiled ‘old field areas’ in which the country house grounds, woods and pastures form the structurally determining landscape elements. The restoration of the spatial-scenic link with the surrounding forest and country house land can be achieved by introducing plenty of greenery into the project area. The basic assumption from a scenic and nature perspective is that the rural scenery is preserved and restored in order to strengthen the cultural-historic, functional and visual relationships. In doing so, it is of vital importance to ensure that the densely-grown green areas are made open and accessible.

A good-quality design for the area must ensure that both functions – green area and commuter car park – reinforce one another. A spatial-scenic analysis of the wider surrounding area will form the basis for the concept which, at the design level, will indicate how the site can be arranged. The wider surrounding area is not only important from a scenic and natural perspective, but also from a traffic-related perspective, for both cyclists and motorists. The area may possibly also serve a function in the cycling network which crosses it.

The West Flanders Road and Traffic agency is aiming for a design which takes the above aspects into account in addition to the requirements concerning lighting, safety, multi-functionality and various modes of transport, and which fully shares its vision for the area.
Following the completion of the design, the client may decide not to award the brief for the implementation of the project to the design team. In that case, the design team will be assigned a supervisory role.
