A renewed Open Call
On May 24th 2024, the Flemish government approved the new rules and regulations for a renewed Open Call procedure. In this handy booklet, we have listed the most important objectives and principles of the Open Call and the main steps in the new procedure, together with the updated version of the rules and regulations.
The Open Call has been a constant within the functioning of the Team Flemish Government Architect since the year 2000. The results now colour the Flemish architectural landscape. Over the years, this tool has evolved, sometimes imperceptibly, due to societal trends. A number of factors – changed legal frameworks, the economic context, the demand for more citizen participation, new insights on circular construction and so on – created the need to re-evaluate the procedure.
However, the principles and objectives of the Open Call remain unchanged. With the Open Call, we want to create opportunities for high-quality designs for concrete public assignments, while at the same time helping to develop a lively architecture culture in Flanders. The new procedure should support this even better through, among other things, a low threshold for application, a focus on design capacities during the selection phase, a well-conceived process and concise tenders.
